Batch Closing Override is available to all users, regardless of security settings including Explicitly Deny.
Per GE tech support this is a known issue (SPR CISDB00060778) and affects at least 12.0.3 and up. There is no fix at this time.
If you are affected, you can open a service request with GE and ask to be added to SPR CISDB00060778. The more customers are added to the SPR, the higher the priority.
I am curious to find out if this is affecting everyone on 12.0.x or just a subset. If you can, please post an update below indicating if you are or are not affected.
