It is not you, it is GE. Just got off the phone with GE Support after spending multiple hours making sure we did everything to the tee that GE has required. Everything from correct SOP codes, resetting subscriptions, data ingestion and finally CQR re-calculations.
After ensuring we did all the correct steps, our Medicare Only denominators still were extremely low (i.e. inaccurate) in the CQR Dashboard. As pre-work to the GE Support call we zeroed in on one provider and found an example of a true medicare only patient that DID have an office visit in 2014 and met ALL denominator criteria for CQR CMS22 Measure.
As suspected, the patient was NOT shown in the CQR Dashboard when filtered by Insurance: Medicare.
Incidentally, the patient was found in the Filter By: All category.
GE support initially tried to say that all was well and it was just OUR misunderstanding of the measure denominator's criteria. We knew better and stuck to our guns, as we knew that the patient should have been found in the CQR CMS22 Medicare group's denominator. At that point the support tech acknowledged that GE sent an INTERNAL only email at 1:30 today to the GE support staff stating that there is a known filter issue in CQR and that they have no estimated time to fix. It is SPR 62450.
Our support technician has advised us to sit tight until a fix from GE is issued as there is nothing the customer can do to resolve this problem.
So we sit here on our hands with the 2/13/15 deadline FAST approaching.
Anyone willing to hire two ex PQRS program managers? ...as we most likely will be unemployed when our doctors (company owners) find out we were unsuccessful in submitting PQRS data due to our Vendor not having filters that work.

I too am working on this. I have 2 clinics one is pretty good, the other is awful. There is question about the patient needing an effective date in eligibility for Medicare to count when filtering by Medicare. I can tell you the bad clinic had a provider with an IPP of 4 and all 4 had effective dates, but most patients don't. The good clinic typically has effective date. I am in the middle of testing this theory- just waiting for my CQR calculation to process today as I added effective dates to a bunch of patients yesterday.
I have issues with both flu vax and diabetic foot exam.
Flu has some talk about needing 2 visits and flu shot has to be recorded during 'flu season' not necessarily the reporting period- but for 2014 the flu season is 12/13-4/14, my question is why wouldn't 10/14 on count?
Diabetic foot now requires all 3 snomed codes AND all 3 obs terms even if mapped- at least it seems to be the issue.
I had numbers on both these measures in November then all of sudden lost them. the criteria for the measures changed. I am not sure when or why they didn't wait until after everyone was done with 2014 PQRS.
Please accept our apology. We are aware of the filtering issue and are testing a fix right now. We do not anticipate this fix will require you to resend data. We hope to release it shortly and remain committed to keeping you updated.

Our team is making good progress on resolving the Filter issue impacting PQRS. We successfully tested the fix and are now validating the end to end workflow. Dear Quality Submission Service Participant:
We want to share important information about the PQRS program.
Within the last few days, GE Healthcare learned that some customers experienced issues with the insurance filters for PQRS measure selection. We’ve addressed the issue and will deploy a solution to this issue tonight in the cloud Clinical Quality Reporting (CQR) system.
As a result, we are extending the authorization deadline to February 18, 2015 for all customers. We encourage any customers not impacted by this issue to continue working toward authorization and not wait until February 18, if it is not necessary.
Tomorrow, we will provide additional details on the solution to this issue, the actions required by any affected customers, and other useful tips to facilitate authorization.
