FYI in case anyone else is experiencing this. The individual Referral Order Default does not work. It is only the category Default. For example if your category is set to not auto check the TOC box but you have an individual referral order in that category checked to be a TOC it will not be checked. vise verse is true as well. Our numbers a bad and when trying to trouble shoot this I noticed that this had changed from when we intially set it up. We are currently on CEMR DB 9.8.11_3 The orders were initially set up and tested prior to SP 11 so I guess that is when it went wrong. Here is GE's response

You’re welcome to. I don’t know why anyone would disagree with sharing workarounds to issues. There’s also the possibility that someone has come up with a better solution than the one I offered. That is just one that I have heard of from users.
This should be made public knowledge as it has greatly affected our CQR reporting to date for 2016 and it has taken us a long time to track this down. So I will need to move those to their own category. Should I post this to CHUG to alert other users?

It has been determined that the issue reported on this case is caused by a defect in the application. A notification will be sent via listserv when new revisions are available. Each revision includes a list of corrected defects in addition to new features and functionality. At that time, please review the associated release notes to determine the revision corrects the issue reported.

In the meantime, the workaround for the issue is: I’ve seen where customers have set up two categories, one for Transitions of Care and another for orders that are not TOCs.
