We struggle with a common workflow and location for entering non-clinical patient information, for ex., financial info. some use Billing note, some alerts, some phone notes, etc. Alerts seems like a good way but too many of our staff suffer from alert fatigue and ignore them. Does anyone have a good workflow that works for them?

We put all of our financial notes in Billing. Non clinical like Insurance cards, ID's etc into the Document Management button in registration. Auth's and referral numbers have cases created.
In addition to the suggestions from the previous commenter, we use the "Corr." tab on each billing visit. When you save the note, it gives you the option to add the note to other tickets. Benefit information (copays, deductibles, etc.) is under the Notes in Insurance Eligibility (in Registration). We also use the appointment notes for comments about provider preference, need to tell someone to come earlier d/t chronic lateness, etc. Basically, there are different note sections throughout based on what you want to do. Is there something specific you are trying to document but can't?
Mostly looking for a consistent method. Using various areas designed for the purpose is what i'm hearing from several folks.
