We recently moved to Dragon Medical One from Dragon network edition. We use XenApp 7.6 to push DMO and EMR to our clients. We are getting a lot of complaints that the dictation box in Dragon will randomly popup on our users when they are dictating in the EMR. Sometimes this happens several times a day, sometimes not at all. Has anyone else experienced this issue? We are at a loss for what could be causing it.

We don't have an officially sanctioned Dragon deployment but did receive a similar report from a physician that has Dragon and CPS on the same PC. My guess is that Dragon is either inadvertently activated somehow either by a hotkey/shortcut combo or is not really off and listening in the background...
It's a remote location so I don't have much details and have not observed it personally but what you are describing sounds very similar.

There is a known issue that should be resolved with SP3 (if you are on CPS)
