I tried to send a flag to a active user but got a pop-up that says "The account for USERNAME has expired. This user will not be able to view alerts/flags. Send anyway?"
The user is active and can log in, I am stumped.
Check the user settings and make sure their isn't a future or past expiration date entered below Activation date. That will create that pop up but doesn't actually obsolete the account, but it will send notification from Super User to the selected system alerts user that a user expired and it is time to check their desk-top and obsolete user. If that isn't it then I would have no idea.

In CEMR it is in user set-up. Go Set-up, Settings, User, Users. But we set users up ourselves and don't use Active Directory like I know some sites do.

I would use SQL Server Management Studio and check your USR table for that particular user. There is a field in the table called EXPIRATIONDATE. You may find this user has something in this field.
I do not see where this is controlled in User Management in Centricity Admin, so I wonder if this could be something controlled by Active Directory, might be worth checking that, if you have your Centricity linked to AD. Because if they are linked and this is where it came from, then it may revert back after you fix it in the USR table.
