Missing ticket numbers report

We use the missing ticket numbers report to reconcile and tickets without charges posted. However, we noticed today that if a copayment was posted against the ticket it disappears off the report.

Does anyone have the logic that I could add so it would look at New and In Progress tickets? I am by no means a Crystal Report writer so I am trying to hopefully find some simple logic I can add to fix this issue.
