I am not sure how the EMR uses this address, but I can tell you the Surescripts Automated Clinical Messaging Product uses this field to auto send Transition of Care Documents.

This field is also used by Kryptiq's SM-TOC encounter form to send a Transition of Care document. If (1) you have entered a Service Provider on an Order; (2) this Service Provider has a Secure Electronic Address; (3) the Order has the box "Create Transition of Care" checked, then all you need to do is select the Order from a drop-down list on SM-TOC, and the form will grab this address from the Service Providers table.
As those above have said this is the direct address of a service provider you are trading TOC documents via a HISP (using either Kryptic or Qvera). As this is through a HISP the direct address is secure.
