I created an encounter type called "Outstanding orders" this document type is a phone note. When the nurse goes to end the phone note the "SIGN" and "Discard" buttons are greyed out.
The only thing the nurse can do is put the document on hold.
Am I missing a setting/step when I created the new encounter type?

If you created a new document type to go along with new encounter type, then you would have to give users permission to sign the new document type. Otherwise, I can't imagine why it would be behaving as you describe.
