I am looking for a report to pull specific user roles that have listed signed/completed Test Orders, Service Orders and Referral privileges.

Take a look at the attached. The report actually will detail all the roles and what they have permission to do; does not currently filter for a named few (as your detailed request). Try it out and let me know if questions.
