General Description:
The Data Governance Manager (DCM) is responsible for the implementation and oversight of the Agency’s data management goals, standards, practices, processes, and technologies. The Data Governance Manager plans, organizes and manages the process in which data is collected, shared, utilized, protected, cleaned, and stored. This position leads related remediation efforts as necessary. This role will oversee definition of data and reporting requirements for critical business line data, delivery of quality data that meets requestor’s needs, and timely remediation of data gaps while ensuring that published information and data is congruent with Agency’s goals.
Specific Responsibilities of the Job:
- Manage data flow (lineage and transformation logic) documentation, data dictionary, data flow, data mapping and other Master Data Management and Data Governance documentation
- Analyze recommend, and influence the overall strategy and roadmap to build data integration ecosystem and supporting toolsets
- Identify data infrastructure that can best support or optimize business growth
- Recommend/set standards to improve quality of data and speed of analysis
- Collaborate with medical, non-medical, administrative and technical staff on changes associated with systems and interfaces
- Serve as the chair of the Data Governance Committee for the Agency. Ensure that decisions are made in a clear and transparent mannerand make sure council members’ viewpoints are aligned
- Proactively identify and evaluate data quality issues and to communicate these to the Data Governance Committee
- Collaborate and partner with key stakeholders to develop report, data , and information requirements
- Provides business application support and training to help interpret data in Centricity EMR/PM and other systems as required
- Manage the workflow of the report creation process
- Assist in the creation of internal and external system data/information exchange
- Create and maintain the Agency’s Data Dictionary and library of data sources.
- Create and maintain environment for users to create and access analytical information
- Work with teams to develop and optimize GE Centricity EHR data capture forms as well as integrations
- Other duties as assigned
Job Qualifications:
Required Knowledge, Skills and Abilities:
Job Requirements:
- Minimum of two years healthcare information reporting, data analysis (reporting/dash boarding) or informatics experience required.
- Ability to collaborate with users to define concepts and detail reporting requirements
- Ability to successfully engage in multiple initiatives simultaneously.
- Effective negotiator and consensus builder - able to work effectively with diverse groups of people.
- General knowledge of health care operations.
- Candidate should also be a team player, able to work collaboratively with the many roles supporting Data Governance
- Good interpersonal/human relations, organizational and problem-solving skills.
- Knowledge of relational databases, data visualization and report writing tools (MS SQL Server, MySQL, Oracle, SAP Crystal Reports, Microsoft SQL Server Reporting Services or similar)
- Ability to identify problems, collect data, establish facts and solve problems related to report writing systems/software.
- Integrate data from different data sources – Electronic Medical records, Electronic Dental Records, Laboratory interfaces, Pharmacy and billing systems to support departmental and organizational clinical quality improvement and patient safety goals
- Ability to prioritize work responsibilities and meet established deadlines
- Strong working knowledge of clinical and financial terminology
- Knowledge of Data Modeling Concepts
- Knowledge of various EDI architectures, tools and protocols
- Proficiency in requirements analysis, reporting build, or other data management related experience. Strong conceptual abilities and excellent verbal and written communication skills.
- Ability to meet deadlines and work productively in a collaborative environment.
- Ability to maintain confidentiality
Education and Experience:
- Bachelor’s degree from an accredited university or information technology technical school in Computer Science, Engineering, Information Systems, Informatics or comparable experience
