We have cps12 using RDS server 2008 r2 and the mouse roller works fine everywhere, but when we try cps 12 using rds server 2012 r2, the mouse roller does not work in the billing module. Any ideas?

You might try a small free application called FreeWheel. You can launch it on OS startup and have the mouse wheel scoll within the window/app pane it is hovered over rather than the window or pane that has cursor focus. We used it quite successfully with C-EMR.
