Our management is questioning whether or not we have a complete EHR in order to attest for MU. We have everything with the exception of the Immunization Registry, which we are in the process of getting that going and the Public Health Surveillance. Our 90 attestation period was to start July 1st and according to our management, since we don't have the registry and surveillance installed, then according to GE's website, we don't have a complete EMR and so we can't attest to having had a complete EMR for the 90 days.
We know that we can claim exemption from the surveillance because our state doesn't accept HL7 messages, but they are saying that since it says to have a complete EMR, we have to have the capability. Same thing for the registry, we know we just have to have sent a message within the 90 period, but if we have to have it to have a complete EHR, then they say we need it installed by July 1st.
Any thoughts, comments?

if i am correct, Centricity CPS 9.5 is only setup for Phase I, there is a lot that has to be done to meet all the qualifications for MU. For the Registry, I am working with CVIIS to create a bi-directional interface, since I know how the database functions and how CPS functions are tied into the database I can skip trying to pay thousands of dollars to GE to create a cheap interface. Where I can create a better one. Anyhow, it is a full EHR but not complete for MU.
