The solution I am seeking should have the following:
-Authoring Capabilities in multiple channels
-Intelligent and searchable content—Imagine a Google GMG which was a repository of all of our process, policies, algorithm and workflow documents
-Customizable screen layout for content
-Edit capabilities with search and replace features
-Track Usage-Know which processes/policies have the highest hits to focus on training and utilization
-Integration with SharePoint
-Web based Solution
-Ability to build content tags for searching

I use wordpress blog for this. It is a blog but the search capabilities have not failed me yet. I log many GE fixes in there in addition to any windows/network/phone things I run into. I think it is linux only but don't let that scare you away if you aren't familiar with it because you can use one of the prebuilt servers from turnkeylinux.org. I just looked through their list of prebuilt servers for a KB option but I don't see anything there other than a few project management/code management servers there. You may want to check it out.
