Is there a specific user permission that has to be assigned to open documents that have been scanned into the EMR? This seems to be an issue with new users now but they are being assigned to a group where opening attachments is not an issue. The only way we resolved this issue is by adding them to the document management group. Is anyone else having this issue?
Do your attachments refer to a network folder path? Something somewhat like X:\EMR_Documents\filename.ext?
My first bet is your new users don't have file system permission to access the path and/or files. If that's the case, be careful adjusting those privileges. You most likely want to use a least privilege policy.

Yes, a document attachment can be a URL.
Is the webserver an IIS server? If so, is it configured to require authentication? It may be that only your document management group (I assume you mean this is an ADUC security group) is granted access.
Can you post a screenshot and/or text of any error messages received by a user that is not in the document management group?

What happens when you put that URL into internet explorer on one of the new users computers? If it does not open the attachment, it is an IIS security setting on your DM server.
