We just recently switched to CPS 12, and we have a few users getting the Route/Sign dialog whenever they click an action button that prints a handout using PRINTHANDOUT. These buttons work fine for me and most other users, but for them they just get the Route dialog. Has anyone seen this or know what might be causing it? I've done some logging, but I don't see anything that causes it.

Not sure if this is related, but when we upgraded to CPS11, some users starting getting the Route/Sign dialog for handouts. It turned out that during the upgrade the status of the "Record handout printing in chart" checkbox in the print dialog was set to default to checked. This results in an "Internal Correspondence" document being auto created/signed in the patient's chart for every handout printed. And if a user does not have signing privileges for this document type then the route/sign dialog appeared.
To fix the problem we gave all clinical groups privileges to sign the Internal Correspondence doc type - to eliminate the route/sign dialog.
Also, since we track handout printing already and didn't want all these extra docs in patient charts, we instructed users to uncheck this box as their default (it remembers the last setting so only needs to be done once). Unfortunately, there is no enterprise setting for this preference - it needs to be done individually.
Thanks JNordberg! This is exactly the issue. Your solution is what fixed it. I searched far and wide to see if this is being recorded in the database, but it seems that it is not being saved off there.
