Is anyone having trouble with this measure? If the referring providers do not have electronica addresses to send to how can a Primary Care Provider meet the 10% threshold if there are not enough providers to send to?
It is difficult with very few providers having a secure address. We do use ACM-Providers to assist and get credit for both secure messaging and faxing through the system. You may want to check with Surescripts if you are intrested.
Unfortunately CMS addressed this obvious and real issue with what amounts to "go screw". From page 188 of the federal register:
“We appreciate the commenters' concern about a lack of participation by EPs to whom the referrals are made and note that this is one reason behind the relatively low 10 percent threshold for this measure”

I have a discussion on GE Community board about this very topic. 3 of our 50+ service providers are attesting for meaningful use this year, so we are lucky to get 5% on this measure.
I'm probably just going to create a dummy secure email account for each service provider we send data to and link them to it until they are able to sign up with a HISP. We will still have to fax over like we are usually doing, but at least we are showing that we have the ability to send these documents electronically.
