Is it possible to set up a user to view only a certain user's Flags/Documents?

I can only see where I can remove their permission to view/remove others flags/documents. We are trying to give one user permission to view ONLY one other user's desktop. Can they only view ALL or they can't view ANY (besides their own)?

I don't believe there's any way to do this.
