Looks like we only need the Immunization interface for the public health measure. I thought we were going to have to start working on another public health registry to meet this measure. So, that's a big relief. I read the Tipsheet incorrectly. We still have to pick 2 of the 3.
They also made the View, Download, and Transmit measure to require only 1 patient in the reporting period. This is going to be so much easier to meet!

CMS releases final meaningful use Stage 2 modifications and Stage 3 rules
Today, the Centers for Medicare & Medicaid Services (CMS) released a long-awaited final regulation that includes modifications to Stage 2 of the EHR Incentive (meaningful use) Program and outlines the requirements for Stage 3 of the program. The rule also specifies EHR certification standards and finalizes the government's "interoperability roadmap." For meaningful use in 2015 through 2017, major provisions include:
• Shortened 2015 reporting period (from all year to any 90 consecutive days in 2015);
• Ten objectives for eligible professionals including one public health reporting objective, down from 18 total objectives;
• Reduced number of measures that are required to be reported;
• Reduced measure threshold for View, Download or Transmit (from 5% to just one patient in 2015); and
• Reduced measure threshold for Secure Messaging (from 5% to simply having the capability in 2015).

My reading of the public health reporting measure tells me we are still required to report to 2 (unless we can claim exclusions on everything else), did I miss something? It's very possible as I read the whole thing this AM and my eyes started bleeding...
Also this effectively aligns exactly with the proposed changes published in April with a few slight differences. One everyone here needs to be aware of (as it impacts the CQR) is the clarification that for certain measures (like Pt. Ed) it only counts if the activity was done in the reporting year (IE 2015) AND only for the provider that gave it. GE gives credit back in time if patient education was ever given and regardless of who gave it originally.
This clarification was part of a response to a comment so it isn't in the official published rule piece. It stated they will update the FAQ to reflect this.

Sorry to double post - here is the excerpt from page 267 of the federal register they just published RE the public health registry reporting (objective 10):
"We are finalizing that EPs must meet at least 2 measures with a modification to reference the
selection from measures 1 through 3 (rather than 1 through 5)."
and also:
"For EPs, we are finalizing that an exclusion for a measure does not count toward
the total of two measures. Instead, in order to meet this objective an EP would need to
meet two of the total number of measures available to them."
Other highlights:
Patient View/Download/Transmit is 1 during the reporting year (so can be outside the 90 day reporting period in 2015) "signed in" - this is for 2015/2016. In 2017 it will be 5%
Patient Messaging - Y/N in 2015; 1 person (similar to the above) in 2016, 5% in 2017
2016 will be a full calendar year.

If I'm reaing this right, this change really gets rid of the Stage and Year sets of measures?
There is no stage 1, but those who would have been in stage 1 this year can claim an exemption on the newer stage 2 requirements like Core 1c for the imaging orders by licensed personnel only??
Is everyone going to move their providers in CQR to the Stage 2 option so the numbers will be pulling from the right report specs to meet these chagnes??

5: Health Info Exchange / Electronic Transition of Care (10%)
6: Patient-Specific Education (10%)
7: Med Reconciliation (50%)
8: Patient Electronic Access (V/D/T) (50% access, 1+ View/Download/Transmit)
9: Secure Messaging (Capability/”Fully Enabled”) (No Percentage)
10: Public Health (Immunization Registry, Syndromic Surveillance, Specialized Registry Reporting)

I am waiting to see what GE does to revise CQR to the changes before moving providers. My concern in moving the formerly Stage 1 EP's to Stage 2 is if they are below the Stage 2 thresholds for CPOE, ePrescribing, and Medication Reconcilliation, it might make it more work to reconcile the results. I may be looking at it all wrong though...

This is all good news. My question now would be, when will CQR be updated to reflect these changes? I've got quite a few fails on my dashboard that should now be passes.
Someone posted up above that only the immunization registry is required. Where did you get this information?
What I am reading under Objective 10 - Public Health indicates that providers in stage 2 are required to submit to two registries.
We have the immunization interface in place, but I don't have a clue what I'm going to use for the second registry. It's kind of late to dump this on us for 2015 isn't it?
What are the rest of you doing for this requirement?
