I have attempted to log in with ie, chrome, firefox and can't log in with any browser. Says userid or password not correct. They are. Anyone else having this issue today? I don't see any outage listed with GE.

We are experiencing the same behavior at our organization. Tried logging in with 3 different accounts and multiple browsers.
Same issue here. This happened before and it was a CQR issue. Hopefully GE will resolve issue soon!
It may not be related but I shutdown our CQR Functional Measures interface this morning due continual client authentication errors that started about 3:30 AM Eastern. One of my staff has contacted GE about it.

Attempted to Call in to GE to open ticket.... ended up having to put in ticket on line: Siebel SR#: 1-804098577 CQR Failed Log-in
Logins are restored. Microsoft rebooted a server as part of a maintenance schedule. The service had to be restarted.
Logins are restored. Microsoft rebooted the server as part of scheduled maintenance. The service needed to be restarted. Issue is resolved.
Just finished speaking with GE, they found the issue and it is resolved. Microsoft did an update and restarted their servers and GE had to go in to fix 'something'. I am able to access CQR and my functional measures are flowing again.

I received multiple email alerts from CQR that there was an issue. Those have stopped and I was able to log into CQR just now.
