Is anyone else having an issue with this measure and the CQR numbers. For a few of my physicians I thought my numbers were low and starting digging into met vs. unmet patients in CQR. I am being told by GE that if a patient has been seen more than once in the reporting period the PATPORTALPIN needs to be done on the first visit. To me this is not what the user guide states: The patient chart includes a value for PATPORTALPIN observation dated no later than 4 business days after the last encounter in the reporting period or by the end of the reporting period, whichever comes first.
It talks of 4 days after the LAST encounter, but nothing of the first. Anyone else having this issue?

Yes, we escalated our issues to GE and they had to resend my JSON which has show an improvement in my numbers. Also, make sure the patch is done before updating.
We are having the same issue and the answer from the roundtable discussion was exactly what you have stated. The portal pin must be generated on the first visit in the reporting period. The MU Guide does not mention that the portal pin must be generated on the first visit in the reporting period.
We are trying to push back to GE that since it is not stated about the first visit they need to calculate any PATPORTALPIN in the reporting period. We have several physicians that may not make it due to this issue.
I can't tell you how frustrated I am with CQR the last 6 months have been nothing but problems.

I was told by GE that the user guide would not be updated until sometime in January. How are we the users, able to set up correct workflows if the user guide is not updated? Also it would be helpful if GE was more up front about what they are changing, instead of us looking for the needle in the haystack.
We are having this same issue. We have decided to use our portal report for this measure which calculates it correctly.
