I have modified the superbill to exclude SCT codes and want to set it as the default in CEMR. I can't find the setting to change. Do I have to just override the default by using the same report name? (not ideal)

I would recommend doing that. Just keep a copy of the original report. Your only other option is to modify the tables that include the report but chances are that it will overwrite your changes at some point.
We keep a copy of all custom crystal reports in a folder and push them out via jobs.txt every time a change is made.
