How are Immun administrator and Med administrator groups set up

Are these two groups set up like a normal group and if so how can both be selected. Currently on 9.5 a user can only belong to one group right? Should I be looking elsewhere as to where to set these groups up?

This was part of the old set-up. I was told by GE that this no longer needs to be done.
