Does anyone know if you can attest for the providers who are ready and then do the rest as they complete? Can they be different 90 day periods?
Also, if a provider does not make MU I this year, can they attest for their first year next year even if the others in the practice hit it this year?
Also, for year I Stage I it is a 90 day period - for year 2 Stage I it does not have to be for the whole year if you are attesting in 2014 right?
Lastly, Am I understanding it right that you attest for MU I for two years? OR, is it Stage I first year and then you have to do Stage II the next?

1st-year Stage 1 Providers in 2013 can be any 90-day period, regardless as to what day of the month you start. Unless you did MA patient-volume as a group, each provider is on their own schedule and MU year. No causality between providers.
In 2014, any/all providers will be on a quarterly rotation (Jan/Feb/Mar) unless specifically for MA, your state program allows differently. Doesn't matter if you are Stage 1 or Stage 2 --- both are quarterly.
Yes, Stage 1 goes for 2-years. If you haven't attested at least for Stage 1 (as 90-days, not AIU) by the end of 2014, you are subject to payment reductions in 2015.
In 2014, you need the certified EMR9.8/CPS12 software before attesting, even if you are still Stage 1.
