Where is everyone documenting patients who decline patient portal access? We have several patients in rural areas and elderly patients who can not access the internet and we do not want to be penalized for having low numbers in the numerator field for meaningful use. Thank you!
We have the same issue. We are not meeting that measure by a long shot and are wondering if GE will provide a way to notate "Patient declined" or "no email" that will decrease the denominator in the MU data tables.
It counts in the numerator is you mark the observation PTDECLINECVS with 'T'
Thats what the MU Checklist from CCC basic does anyway, I havent been able to test that (or anything) in CQR
I thought that was to be checked if the patient declines the Clinical Visit Summary.

However, knowing the CVS has a decline option, does anyone know if there is an OBS term that notates patient portal decline that will not count in the denominator?
I have built a checkbox that writes to the OBS PATPORTALPIN with the value of "offered". Staff can look at the patient banner if the e-mail states none/declined, they check the box. This also adds a statement to the office visit saying the portal was offered but declined by the patient. If need to be done at each visit, but at least this count to our numerator.

We too are manually getting PATPORTALPIN in the system now. We are using a document that stamps the obs term in the background; the text states the definition of the measure and the fact that we offered it to them but they declined and they can sign up at a future date without our intervention (we use Medfusion which has this feature).
GE did confirm that after their MU Patch "OneTouch" is installed, that the system will daily go back and look at any PATPORTALPIN declines from the past and upload them to CQR.
We have been capturing declines since October 1, so we have a lot to documentation to do.
sborchart, i was reading your response and come across your comment that u built a checkbox to mark if the patient declines to use portal. Our practice is located in a rural area and many of our patients either do not have access to email or simply don’t want it. Do you mind me asking how did you build this checkbox? Is it very complex? Is there a tutorial to show how to do this?
I am very interested in seeing the check box that you built. We are in a very rural area and we have many patients declining the Patient Portal and we are getting killed on our Meaningful Use numbers. We are currently on version 12.0.3, and upgrading to 12.0.9 in 2 weeks. Any information you have would be greatly appreciated.
