Here is what I have:

{PERSON.ISPATIENT} = "Y" and
{PROBLEM.CODE} = "ICD-250.0" and
{OBSHEAD.NAME} = "HGBA1C" and
ToNumber ({OBS.OBSVALUE}) <= 7.3

Error: ToNumber ({OBS.OBSVALUE})

The string is non-numeric.
