Uncheckable item in listbox?

In the Update Orders window in CPS 10, on the Custom List tab some of the listbox items are displayed as headers, or effectively uncheckable items to the user. It helps sort the large number of listbox items.

With VFE, can I create a similar group header within my own listbox? Also, can I get horizontal scrolling like the Update Orders window?
